Why EU-DRIVE?

Meeting the demands of a new era of multi-hazard risks in the Mediterranean through vocational education and disaster resilience.

Published on October, 22 2026

Europe is the fastest-warming continent on Earth, and the Mediterranean sea is heating up 20% faster than the global average (Granados, 2025).

From devastating heatwaves and severe droughts to extreme wildfires and flash floods, climate-crisis-exacerbated disasters are reshaping our landscapes, threatening critical infrastructure, and putting local economies and human lives at risk. According to the European Environment Agency (2024), between 1980 and 2022, weather and climate extremes across the European Union caused total economic losses of roughly €650 billion.

But behind these staggering macro figures lies an equally critical challenge: preparedness on the ground

This is precisely why EU-DRIVE (European Upskilling in Disaster Resilience and Innovation in Vocational Excellence) was launched. Bringing together 15 partners across 5 Mediterranean countries (Greece, Cyprus, Italy, Spain, and France), our Erasmus+ project is building a robust transnational alliance to bridge the gap between high-level civil protection strategy and grassroots vocational training.

With a duration of 4 years, EU-DRIVE partners are co-creating modern, modular, European Qualifications Framework EQF-aligned curricula and integrating tech like Virtual Reality (VR) and Geographic Information System (GIS) simulations to ensure our workforce, municipal teams, and volunteers are future-ready.

Closing the VET Gap in Civil Protection

When a natural disaster strikes, professional first responders, firefighters, rescue teams, and forest brigades, are on the front lines. But who supports them when the crisis expands?

Municipal frontline workers, local administration staff, young volunteers, and community members play a vital role in prevention, immediate response, and recovery.

Yet, a striking training gap persists: while universities offer advanced academic degrees in crisis management, structured, accredited vocational training (EQF Levels 3–5) for operational and tactical field skills has historically been scarce. Therefore, many local responders and volunteers are left relying on ad-hoc learning, which can hinder community safety and put responders at risk.

EU-DRIVE is changing that

By uniting VET providers, research centres, universities, public authorities, regional bodies and major municipal agglomerations our project is:

✅ Designing practical, hazard-tailored vocational curricula

✅ Establishing 5 Regional DRM Skills Hubs

✅ Issuing transparent, portable micro-credentials for lifelong learning and professional mobility.

Resilience starts with education. Let’s equip Europe’s workforce with the practical tools they need to protect our communities.
